i had a refinancing mortgage for $ 750,000 , on October 20, 2006 can i still apply the NYS Predatory lending Laws ?

This is the sentence that might not let you qualify
Loans that have a principal amount that is less than the conforming loan size limit
for a comparable dwelling as established by the federal national mortgage
association up to a maximum of $ 300,000;

And what happened in the year of 2011 made you determine that you signed and had a predatory lender? This is approximately 5-6 years later.
You might google predatory lending law in New York. This should give you several sites with information on the topic and the parameters in which you would qualify. There could possibly be a loan limit as to if you might have a case or not.
It might be that you consult with a local real estate attorney. Normally the initial appointment is cost free. You might get information about the law, if there are limits as to the loan amount, if you can still file a lawsuit 5-6 years after signing your loan docs.
